Option to disable auto horizontal scrolling in file list

Description of the Issue

I frequently find that the auto horizontal scroll tries to move when I don't want it to or actively fights against me trying to scroll manually. It would be nice if there was an option to switch it into manual and maybe hold shift or ctrl to make the mouse wheel scroll horizontally.
