chore: comprehensive documentation cleanup
- Remove 100+ redundant status/summary files
- Remove scraped external content (spfb/, legal-frameworks/, etc.)
- Consolidate docs/development/, docs/testing/, docs/architecture-v2/
- Remove duplicate/obsolete documentation files
- Update docs/README.md index to reflect cleaned structure
