[Bug]: include incompatible_enable_proto_toolchain_resolution in release doc #100
Description
What happened?
It'd be nice for each (future) release of toolchains_protoc to include the information that it's required to have common --incompatible_enable_proto_toolchain_resolution being in the .bazelrc.
Trying to figure out what was the important parts was a bit of a headscratcher and the README and the release notes read a bit differently.
