Add precompiled python distribution for aarch64-linux-android

The main issue described in astral-sh/uv#14574

Since python>=3.13 supports android as a 3-tier platform it could be great to have precompiled python builds in python-build-standalone

It also can be usefull not only for termux, also for the chroots running over Userland
