Allow error suppression using the error name ?

I find the error suppression comments hard to read during code reviews.

Can you tell me just by quickly looking what these do ?

# noqa: F401, I001, PLC1802

Would consider adding the possibility to inline suppression comments by name?

#noqa: unused-import, unsorted-imports, len-test

This is much more readable!

If name collisions are an issue, the rules can still be prefixed like the codes. This is still readable:

#noqa: F-unused-import, I-unsorted-imports, PLC-len-test

We want to do this, see #1773 but it's unlikely that we'll do it for noqa only because it results in an inconsistent interface (where diagnostics and the configuration use codes, but noqa's use human readable names).
