Data access documentation section

The documentation at docs.lsdb.io does not have any information about how to access HATS data, what are the different providers or any other information about catalogs.

I suggest a new subsection, to be positioned below Tutorials and above API reference. The section should contain separate pages that should broadly describe:

• how is data served from UW (why is speed what it is, you need to download everything before filtering)
• how is data served from AWS resources
• how is data served from Vizier (how is it different from http access above)
• link and explanation from Brazilian service
• link and explanation for CDS catalogs (link to their main page)
• basic details about HATS catalogs, oriented to help users improve performance
• description of different versions of catalogs, collections and nested datasets
• link and explanation of tap.lsdb.io service
• link and explanation of server.lsdb.io service

This ticket is to organize a broad outline. Ok to leave many work in progress sections. More detailed pages will be the subject of more focused tickets.
