Feature Request: Support Packages Hosted On Gitea Instance #943

Summary
To allow packages in the apm that are hosted on a Gitea instance.
Motivation
Github is centralised git service. Gitea is a self hosted, fully open source git service which will be adding federation abilities in the future (Like Mastodon). To allow developers who host their own Gitea git service to use Gitea for packages that can be downloaded in the APM
Additional context
Maybe also add support got Gitlab instances also
