Implement OJP (Open Journey Planner) API server on top of minotor

Description

An Open Journey Planner node server implementation should be developed on top of minotor. This should not be part of the minotor project, but a standalone repository using minotor as a dependency and setting up the full pipeline to process NeTEx datasets and serve a routing API compliant with the OJP standard.
