Investigate Cilium so we can use Hubble (to replace the default flannel in k3s)

**What?**
Investigate and determine if it makes sense to migrate to [Cilium](https://cilium.io/) instead of flannel in k3s

**Why?**
We want to be able to monitor the k3s cluster and this will assist us in doing this, as well as debugging errors.
