[Bug] Local Network not deployed even after flawless deployment

Hi,

When running avalanche blockchain list --deployed, it prints:

You can consider the blockchain to be successfully deployed, it happen that the command option you chosen is not
fully integrated with changes made for avalanche 9000 L1 integrations.
Assigning this issue to a milestone associated to a new reimplementation of local networks CLI commands.

You can use avalanche network status to check the status of the local network.
avalanche blockchain describe to check the blockchain parameters, inclusive local network parameters.
And you can use most commands related to blockchains and local networks.

avalanche network status and avalanche blockchain describe work fine but I suspected the L1 not being fully deployed as the upgrade command was failing with the error:
INFO ux/output.go:43 Error: 404 Not Found: 404 page not found

Then I found out I could edit the file constants.go and change:
LocalAPIEndpoint = "http://127.0.0.1:9650"
by
LocalAPIEndpoint = "http://127.0.0.1:61510"

which fixed the 404 error.

The rest is in the other issue: #2595

I'll consider it's deployed and wait for a fix before using avalanche blockchain list --deployed again.
