Collect `fwdctl` launch metrics post-monorepo

After Firewood joins the monorepo, it would be really great if metrics exported by `fwdctl launch` is collected into our metrics stack.

I still think that `fwdctl launch` should serve as a benchmark tool for those wanting to run reexecution tests longer than 24 hours (GH action tests are bounded in their run duration).
