Notification Issue on android Oreo

when I install the app on android oreo devices it's not showing any notification when on the background but when I downloaded the Minimal Todo app from google play store it working fine. Can anyone help me to solve this error? Please!

What do you mean by "install the app" - I understand you mean not via google play? how then? where do you get the APK? are you setting up a development environment?
