Improve tier visibility #402

Description

@Paul-Bob

I tend to scroll down to the code example I want as soon as I land on a page, becuase the code is usually all I need, so I skip any sort of description or screenshots at the top, which means I'm missing all the other stuff at the top. Usually my thought process is like "hm, adding some tabs here would be great, I remember seeing a page for tabs in the docs", and I go there and look at the code examples and parameters. I am not thinking "let me go check which tier tabs are on first". But if that label is following me around the page I think I'd notice it

Making the page labels sticky might improve this experience
