blktests: enable io_uring and improve failure reporting

Enable io_uring when the kernel has the io_uring_disabled knob and it is
disabled, allowing blktests that rely on io_uring to run on systems where
it is not enabled by default.

Improve failure reporting by parsing blktests stdout for failed test
cases and including a concise summary in the failure message, instead of
only relying on the exit status.

Add missing distro-specific packages for RHEL/SLES.

Switch dmesg clear to 'dmesg -C'.
