remove graphql-tools override (#3049)

Canary checks are failing:
https://github.com/aws-amplify/amplify-backend/actions/runs/19243012036/job/55010043607

Failures are specific to builds that ignore `package-lock.json`,
seemingly because the override removed in this PR is holding
`@graphql-tools/merge` behind. This shouldn't be necessary anymore.

A release shouldn't be required, since the `form-generator` package
*bundles it* with other related anyway. Only seems to impact health
checks for now.
