Support WAF association with resources

For WAF rules to be useful they need to be associated with a resource, however, the waf controller does not support creating resource association.

Add support for a waf-to-resource association similar to [https://registry.terraform.io/providers/hashicorp/aws/latest/docs/resources/wafv2_web_acl_association
