Add EC2 Capacity Blocks for ML support in EC2 controller

Is your feature request related to a problem?
Today ACK EC2 supports ODCR and FDCR but not Capacity Blocks for ML.

Describe the solution you'd like
Users will be able to purchase a capacity block through EC2 controller.

Describe alternatives you've considered
Terraform [1] or CDK/Cloudformation [2] are alternatives
