ACK SecretsManager doesn't update tags

Describe the bug
ACK SecretsManager doesn't update tags

Steps to reproduce

1. Create a secret.secretsmanager resource with tags
2. Update the tags on the resource
3. Check the tags. They are not updated.

Expected outcome

I expected the tags to be updated.

Environment

• Kubernetes version - 1.31
• Using EKS (yes/no), if so version? EKS 1.31
• AWS service targeted (S3, RDS, etc.) Secretsmanager
