New ACK Service Controller

Hello! We would like to have support for Cloudwatch dashboards, since we often need to commission a lot of them in different environments and having a way to manage them like the rest of our infra would be great!

@me-honest Dashboards are now be available in the 1.3.0 release of the cloudwatch-controller.
