re-generate with ACK code-gen v0.2.1 and aws-sdk-go v1.38.47 (#2)

Part of aws-controllers-k8s/community#804

This patch brings in changes that include:
- `version` package generation
- docstring generation for CRD fields
- `--resource-tags`/`--watch-namespace` flags
- Adopted resources feature
- Add `github.com/aws-controllers-k8s/runtime v0.2.1` to go.mod
- Drop `github.com/google/go-cmp v0.3.1`
