remove ref to aws/aws-controllers-k8s

Removes the Go module reference to the
github.com/aws/aws-controllers-k8s old repository and updates the
imported code and go.mod file to reference v0.0.4 of the new
github.com/aws-controllers-k8s/runtime library.

Regenerated the controller to ensure the [email protected] interfaces were
used.
