Add Support for OASIS Export Format

For as much as I know, DeviceLayout supports 2D layout export primarily to vectorial formats and GDSII. While GDSII is essential for fabrication processes like e-beam lithography, many modern device fabrication flows, increasingly rely on the OASIS format (Open Artwork System Interchange Standard).

Then, it would be highly beneficial to integrate direct support for OASIS export within DeviceLayout.jl, eliminating the need for external conversion tools that could potentially introduce errors or complexity into the workflow.

Thanks for the suggestion! While it's not currently a priority for the dev team, OASIS support would be nice and aligns with general goals for this package. PRs are welcome, but it would be worth discussing scope and expectations before investing too much effort. My main concern is that as far as core devs do not rely on OASIS export in our own workflows, it will be difficult to guarantee maintenance as a first-class feature. DXF export is in a similar situation, but the implementation is minimal.
