Docs: update release process in maintainers

What were you searching in the docs?

As we onboard new collaborators we need to make sure the run book needed to publish a new release is up to date and clear.

How can we improve?

In addition to general clarity improvements, we should amend the following points:

• Change the name of the workflow name at step 5 to new name
• Update/clarify/expand verification steps at step 5 & 6
• Add step after 5 for publishing to China region
• Update SSM parameter path for beta at step 9
