DC4: Add Insights template

A manual procedure to run the powershell config scripts and msi installer on an empty VM - and then AMI could work as a first step.
However ideally we have a cloudformation template added to the existing set of templates that integrates with the rest of the system

Yes, if you have a cf template for the following - already upgraded orch to 21.10.0
we will try following the procedure manually for now via
