SMHP Slurm LifeCycle Script failing periodically on p6-b200

The apply_hotfix.sh file is updating the package manager and executing these shell scripts found in a hotfix directory (here), If you are running into issues, I recommend commenting out or removing L220 from lifecycle_script.py to prevent HotFix. This was implemented originally for U20.04 - and shouldn't be needed for newer U22.04 AMI
