Question on tox-gh-actions dependency: Is this really a runtime dependency? #58

Dear maintainers,
just found hardeneks and found it interesting. While looking through the dependencies I noted that tox-gh-actions is listed as a runtime dependency:

Is this really a runtime dependency? As tox itself is listed as a test dependency, I wonder why tox-gh-actions is not in the tool.poetry.group.test.dependencies section, too.
