Description of changes:

• Update Python version to 3.13;
• Service-quotas-data retrieving quotas and default quotas from all services;
• Using adaptive mode in Python;
• This PR works with the current service quota module version, and it is ready for these two upcoming features:
  • It will support a new account collector to execute in each region;
  • It will support payload with service list;
