Add support for automated dashboard deployment (specially for CRCD dashboard)

Currently CRCD dashboard can be deployed only using CID-CMD tool and it requires interactive prompts to be completed.
Ask is to enhance CID-CMD tool to have ability to pass all the parameters (e.g. Yaml) which are required to complete automated deployment.
That will allow automated deployment through AWS Code Built and exclude need of (AWS Cloud)Shell.
