fix: security vulnerabilities in dependencies

- Update minimum Python version to 3.10
- Fix cryptography vulnerability by updating to 45.0.5
- Fix setuptools path traversal vulnerability by using secure version
- Fix urllib3 redirect handling vulnerability
- Update Python version check in CLI tool
