Setup wizard does not honor config for custom domain for telemetry

The setup wizard prompts:

  Optional: Configure HTTPS for secure telemetry
  Enable HTTPS with custom domain? (y/N)
```

But specifying a custom domain doesn't seem to do anything -- the setting seems to be ignored.
