Manage Button on the Bedrock page under a domain is disabled

When we create the domain using cloudformation template, we are unable to use any Generative AI models within SMUS. The Manage button under the Amazon SageMaker Domain > Amazon Bedrock models is disabled with the below error. When I create the Project profile with the name "Generative AI model governance" I get another error saying "Model governance project" is not available. Looks like this is an internal "hidden" project that gets created automatically. But this is not getting created when we create the assets using Cloudformation template.
