Pointing network load balancer to application load balancer using cdk

I have a load balancer which is pointing to 3 ECS service on EC2 instance using 3 target groups. I want to assign a static elastic IP to the balancer. Someone on stack overflow mentioned that it is not possible to assign a static IP to ALB. But it is also mentioned that it is possible to create a network load balancer in front of ALB and assign a static IP to network load balancer. How we can achieve the same using the aws-cdk in typescript
