Understanding condition for maximum number of GSI in dynamo table v2

It's not apparently obvious to me how this works? It looks like it's checking whether it's equal to 20, but the log message says "Can't have more than 20"

I was going to make a PR, but I looked at the tests and they seem to be passing when providing more than 20 GSIs
