Description of changes:
The SAM team recently published the .NET 9 container build image. This PR updates Amazon.Lambda.Tools to include the .NET 9 build image into its case logic for loading the default build image for .NET 9. This unblocks Native AOT .NET 9 builds on non Amazon Linux build environments.
Confirmed change by building and deploying a Native AOT .NET 9 Lambda function through Amazon.Lambda.Tools.
