Error "Failed to get AWS instance ids" is logged despite check-tag-before-draining=false #1199

Describe the bug
We configure check-tag-before-draining: false because we don't tag ASGs. The error "Failed to get AWS instance ids" gets logged, but it seems that is only related to metrics. It's spammy in the logs.
