telemetry(amazonq): bumping up telemetry version to 1.0.323 (#7424)

## Problem
- Current telemetry version is ` 1.0.322`

## Solution
- Bumping up telemetry version to ` 1.0.323` 
- aws/aws-toolkit-common#1034
