feat(lsp): forward chatOptionsUpdate to ui (#7397)

## Problem

`chatOptionsUpdate` notifications are not forwarded to UI.

This is needed to persist previously selected model in new tabs.


## Solution

Forward `chatOptionsUpdate` notifications to UI
