feat(amazonq): Adding UTG build and execute logic back to the internal customers.

Problem

• For RIV 2024, team planned to drop the build and execute due to SDE bandwidth.

Solution

• Adding back build and execute logic for internal amazon users to fix the errors in generated test code and to improve test code coverage.

• Adding telemetry events to build and execute.
