Bump cacheable-request and tsd (#571)

Removes [cacheable-request](https://github.com/jaredwray/cacheable-request). It's no longer used after updating ancestor dependency [tsd](https://github.com/SamVerschueren/tsd). These dependencies need to be updated together.


Removes `cacheable-request`

Updates `tsd` from 0.15.1 to 0.25.0
