Bug: etcd doesn't start due to missing image

etcd is pulled from: https://raw.githubusercontent.com/pytorch/torchx/main/resources/etcd.yaml
latest tag does not exist. Need to change the image tag

Is there any temporary recommended workaround on this? - I'm stuck at this point deploying the EKS cluster:

If you deploy it, you can then

kubectl patch pod etcd-server -p '{"spec":{"containers":[{"name":"etcd-server","image":"quay.io/coreos/etcd:v3.5.20"}]}}'
