Claim of stage completion when not all plan steps are completed

We've now seen this twice that AI-DLC claims a stage has been completed but we can see that all the plan steps have not been completed. More details to be added to this issue.

The theory is that this is because of rules context overload and excessive use of MANDATORY, CRITICAL etc keywords. This should be resolved with the slimmer rules language being designed.
