The app starts streaming after 17 minutes.

Following the tutorial as stated here (and on the README) for deepstream-test4 and a custom app, takes 17 minutes on this task:

After the 17 minutes works as the desired posting to the configured topic on AWS.

I implemented the same procedure/code/hardware last week and the app run in a matter of seconds.

This does seem very odd. Could you build the code from source, and enable debugging logs to see what this IoT client is doing in the back end? You can post it here and we can debug together.
