Allow Adding Notes Atop Reference Images

Overview

As a Validator / Administrator, one would like to be able to add notes anywhere in a submission. However, they are unable to add notes atop reference images, and must first turn them off before they can do so.

Expected Behavior

Notes can be added anywhere.

Actual Behavior

Notes cannot be added atop reference images.

Steps to Reproduce

• Find a submission with a reference image in Review state
• Try to add a Note over the reference image
• Observe that you cannot
• Turn the reference layer off
• Add the note again in the same spot
• Observe that you can

Additional context

The reference layer is likely absorbing clicks. There may be a way to "disable" the layer once in review to make it non interactive but still visible, in which case the clicks should pass through.
