Help create an inheritable item with flag 134221824

Hi everyone, can you tell me how to create my own item (currency) with an account-bound flag? It doesn't work, the item is created for some reason, but it can be transferred to another account, even though the icon indicates that the flag +134217728 (account-bound) is set. I don't know what to do anymore.
