genAI usage policy #693

What
Formalise our stance on genAI and code completion.
Why
There is increasing usage of agents to make contributions to open source projects (see matplotlib/matplotlib#31132). We currently have no guide to contributors, which we should put right.
How
See astropy/astropy-project#530 for an example and pick through. Also the matplotlib genAI usage policy might have some ideas to plagerise (if a LLM can do it, why not us too?).
Also worth adding a badge to the homepage (see https://github.com/BobbyJohansen/AIDevelopmentIndicator) to clearly sign what we're up to. But what is that?
