Update Azure.Identity to 1.13.0 (Azure#26447)

* update Azure.Identitiy to 1.13.0

* [Experimental] try to fix inconsistency in Release build

1. Removed redundant dotnet build in AfterTargets
2. Add psm1 as rootmodule of psd1 for Release build
