Pull images from DockerHub

Same as we do in babylon-deployment: https://github.com/babylonlabs-io/babylon-deployment?tab=readme-ov-file#deploying-a-babylon-network-with-a-desired-deployment-scenario

We can still keep local build as a backup option. This greatly improves the deployment start time.
