perf: measure gas consumption for BSN FPs

We need to measure the gas consumption of BSN FPs over

• committing pub rand
• submitting finality sig

[vitsalis]

There are two unique differences compared with Babylon Genesis:

• We do not refund finality provider vote submission messages
• Gas usage is metered not only by storage access but by general execution. An increase of gas requirements of finality providers as the state of the contract grows could point to inefficiencies. An issue here could effectively cause a finality halt for the rollup, so important to check this case.

I added some debug statements to print gas usage per tx.
If you see step 7a/7b for committing pub rand for 50k blocks its around 149,374 units, this is around 2.5x as compared to Babylon FP (i.e when Babylon FP submits pub rand to genesis)
