Create MVP Web Client Skeleton (Arka Play)

We need a minimal web client that:

1. Loads a static JSON index (index.json)
2. Displays video titles + thumbnails
3. Plays the selected video from IPFS or HTTP
4. Requires no backend and no auth
5. Can be hosted on GitHub Pages or Netlify

A simple HTML + JavaScript scaffold is fine.

Create folder:
frontend/arka-play/

Add:

• index.html
• script.js
• README.md explaining how to run locally

This is now fulfilled by the work in Issue #10 (Create arka-play MVP client).

We have:

• A minimal static client under /client-mvp/
• GitHub Pages deployment at https://baconpantsuppercut.github.io/arkA/
