Implement Pypy and Winget Install

Problem:
The installer currently has UI issues and windows flags the download as suspicious. All of this creates friction for installing and updating the application.

Solution:
Switch to supporting winget and Pypy install. A much better option for self distribution to get around the security flagging while keeping install simple and not requiring docker.
